The Governing Board launches tender for the master plan of all San Esteban and its surroundings (27/05/2016)

His priority will be to define the solutions and final actions to be developed for the conservation, enhancement and use of the archaeological site of San Esteban, and its urban environment.

Will address multidisciplinary content and activities of social integration, tourism promotion, cultural, trade, leisure, furniture and urban enjoyment, areas of possible pedestrianization, recovery and environmental regeneration, cleaning and waste collection.

Once awarded, the final document must be made within nine months

The drafting of the Master Plan of the Joint San Esteban will start in a few weeks, after today's Governing Board has given the green light to the specification for recruitment.

Once published in the BOE-despite not having the obligation has wanted to give the largest diffusion-, within thirty days for the submission of tenders and, after the award, the editor team will have 9 open months to deliver the final document.

The priority will offer viable solutions for the proper recovery of the garden and the valorization of the archaeological site, in addition to serving the tourist and cultural integration of the palace and the Church.

To do this, the plan will define the solutions and to develop final performances.

The master plan will address multidisciplinary content and activities of social and local integration, tourism promotion, cultural, trade, leisure, furniture and urban enjoyment, areas of possible pedestrianization, recovery and environmental regeneration, cleaning and waste collection.

Although the basic area of ​​operation include the archaeological site, the church and the palace of San Esteban, the effective area will be defined by the plan itself, which will make proposals on the urban environment and immediate influence.

The objectives that arise are the study, analysis and definition of the actions to be undertaken in the area defined for:

- The conservation of archaeological and architectural heritage in a manner consistent with the recovery and use of public urban space of "Garden of San Esteban".

- Raising possible constructive solutions that can be a "milestone" or a hub of tourist-cultural attraction, emblem of the new look of the future public space.

- The public use by placing them in cultural and social value, more compatible with informative, educational and tourism promotional uses.

- The analysis and proposed actions in terms of their tourist attractions, shopping, entertainment, traffic and pedestrians, shaded areas, environmental treatment, etc.

- Establish a program of actions prioritized.

Consultations and recommendations

The preparation of the master plan is the result of the criteria established by the government team to provide the performance of an open, participatory and cross-cutting nature.

Therefore, guidelines will be drawn up with transparency, including -Inquiries citizen participation, public display, web, surveys, etc. and institutions, and create an expert committee in an advisory capacity and whose recommendations will be analyzed and, where appropriate, incorporated to the proposals of the plan.

consultations at the Royal Academy Alfonso X and Santa Maria de la Arrixaca, the University of Murcia, professional associations of architects and archaeologists, the Directorate General of Cultural Assets, outside observers and neighborhood associations and merchants will be made, and representative of interests groups linked to the site.

These entities and institutions Cultural Directorate General of Fine Arts and Archives and Libraries of the Ministry of Culture, Ministry of Education, Culture and Sports are added;

Hispania Nostra Association and the Santa María la Real Historical Heritage Foundation, with which the City maintains a cooperation protocol.

They are entities of recognized prestige in the cultural field that will act as observers of the process for the purpose of achieving the maximum consensus, public awareness and greater suitability possible proposals arriving configured.

Avance, consultations and final document

The winner will have nine months to deliver the final document.

To do this, submit the advance within two months, it will have 4 months to the consultation phase and initial proposal and 3 months to complete the plan.

In any case, the process will be adjusted to some previous criteria, including:

- Consideration of the whole BIC of San Esteban -yacimiento, church and palace-and its environment as a single entity from the point of view of historical and archaeological heritage.

- Strengthening the tourism and cultural attraction of the whole BIC and its integration and interaction with their immediate environment facilitating accessibility and contemplation.

- Recovery of previous public garden space for public use.

- Protection of archaeological sites against environmental factors through cover that does not compromise the contemplation of the remains.

- Conception of the archaeological site and built heritage as living heritage in continuous research entities, exhibition and dissemination to the public, with active participation of educational and research institutions.

- Determine the criteria of continuous exposure of the site, whose integration into the reservoir exposure draft the public is covering phases.

- Provision of services and spaces that meet the needs generated by research, exposure and continuous disclosure of the area, always contemplating the unity of the whole, uses or complementary implementation of initiatives in tourism.

Furthermore, the master plan establishes eight lines of action that enhance archaeological research and conservation, along with the public and citizen environmental use, all, by the standards of rigor and excellence required in an urban environment such centrality and importance, as befits a project that is destined to be one of the most important taking place in Murcia in the coming years.

Both the City Council and the Autonomous Community have approved the cooperation protocol between the two administrations that includes joint actions for its value.

The agreement will soon be signed by the city mayor, José Ballesta, and the president of the Regional Government, Pedro Antonio Sánchez.
