IU-V Murcia expresses its opposition to the treatment received by districts "which are seeing their funding cut in times of special need" (18/09/2020)

The local Assembly of Izquierda Unida - Verdes city of Murcia has expressed this Friday its total opposition to the practice that since the middle of August the Municipal Government Team has been carrying out to cut funding to the 67 Municipal Boards that make up the municipality and that they group 60% of the municipal register.

These cuts are basically consisting of the paralysis of projects to improve urban infrastructure and eliminating the aid lines for the provision of school supplies at a time when the expenses derived from going back to school have increased as a result of the COVID-19 pandemic.

19.From the formation of the left, they denounce that the districts cannot suffer any credit restriction, especially in expenses related to social intervention since they are fundamental entities given the size of the municipality.

The work of the Boards serve to structure municipal action, being spaces for citizen participation who know the needs in each territory.Izquierda Unida considers that such a decision adopted unilaterally by the Government team goes against the very Bases of budget execution, specifically its article 18, which reserves the decision of non-availability of credits to the Plenary.

Likewise, it contravenes article 40 of the Citizen Participation Regulation, which establishes a minimum of 8% of the Budget for the management by District and District Boards and whose breach by the City Council has been established by the Supreme Court Sentence of June 24 of 2019, which in turn ratifies another from the Superior Court of Justice of Murcia of 2016."From the financial point of view we believe that the current Government Team intends to make the districts pay for the foreseeable falls in income as a result of the pandemic, together with aspects related to the poor budget management of the last two Government teams such as the imputation of debt for the General State Intervention of 173 million euros derived from the operation of the tram and some of its more direct corollaries such as the existence of a negative remainder for -3110608 euros that will necessarily have to be reduced in the Expenses chapter of the next exercise, with the dire consequences it can have on the most vulnerable population.
