The City Council has sent a letter to about 3,000 suppliers in which they are invited to use the Promurcia platform.
ProMurcia is a new application for the management of minor expenses that allows greater publicity for the transparent contracting of small works, services and supplies managed by the Municipal Boards.
It enables the supplier to obtain information on requests offered by the Municipal Boards, as well as the electronic presentation of their economic proposals.
All this in favor of transparency in contracting and of effectiveness and efficiency in administrative action.
This action is added to other start-ups already implemented by the City Council that allow an improvement in the management of expenditure in districts.
In addition, yesterday afternoon the course 'Electronic Administration for Municipal Boards' aimed at presidents the pedáneos began and in which they are offered training in the use of the CLARA application, Promurcia and other tools for control and improvement of transparency in the management
In this way, all the procedures they carry out will be done digitally, thus guaranteeing the registration and transparency of the entire process.
Thus, for the good use and transparency of minor contracts, the amounts that a single supplier can invoice have been limited by adding minor contracts that are set at € 40,000 for works and € 15,000 for acquisitions and services.
On the other hand, all the minor expenses of each one of the districts are brought to the full of the municipal board for its public knowledge and all the political groups have had computer access to the accounting of all the municipal boards.
In addition, the Department of Pedanías has been staffed with more personnel, so that it has been possible to significantly increase the prior and subsequent supervision of the hiring.
As for the specific measures to reduce minor contracts and increase public bidding processes, a 'Dynamic Acquisition System' will be implemented for contracting non-complex works that will allow for public bidding processes with very short deadlines.
Another of the measures that are going to be implemented is the realization of large horizontal contracts for the maintenance of public roads and municipal buildings, as well as for the provision of the most contracted services in all districts.
For this, a study of the concepts that have generated more minor contracts in the last 3 years has been carried out in order to prioritize the most common expenses.
