They challenge Murcia's budgets for not allocating 8% to the districts (21/10/2019)

The Association of Neighbors of the Path of Granada West in Espinardo, has submitted an administrative claim to the approval of the budget of the City of Murcia of 2019 for not allocating 8% of the municipal budget to the districts of the municipality as required by the regulations, and the recent Supreme Court ruling.

Senda de Granada has also claimed the lack of specific budget items to solve the serious problems of neighborhood road insecurity, such as the lack of sidewalks, the unique sense of traffic, the creation of the A-30 highway service lane, or the extension of the urban bus line Rayo 14.

The Association of Neighbors of Senda de Granada Oeste has filed an administrative claim against the municipal budgets of the City of Murcia for the year 2019, which were initially approved last September.

In this way, the Consistory accounts must return to the Plenary for discussion.

In these allegations, the neighborhood group shows the breach in the budget that is intended to be approved definitively, of article 40 of the Regulation of Citizen Participation and Districts of the Consistory that requires 8% of the City Council of Murcia to reserve budgetary resources of the Corporation to be managed by the Districts.

This obligation has also been recently endorsed by the Supreme Court in its June 2019 ruling, and where it gave a blow to the City Council expressly indicating that that 8 percent must be managed directly by the Districts of the municipality, and not from the Roundabout.

Even the TSJ of Murcia also condemned the City Council in 2016 for skipping this budget obligation.

Senda de Granada has stated in this claim to the budget, contemplated in the Regulatory Law of Local Haciendas as a right of the neighbors to claim if they are not satisfied with the accounts of the City Council, that seen the budget it follows that the Department of Pedanías and Barrios it does not reach 4.49% of budgetary provision, and from there it is necessary to subtract the direct cost of the own council and municipal services.

So the direct management by the districts, that is, by the budget management centers of the Municipal Boards of Neighborhoods and Pedanías (some and others grouped in the municipal districts), is a percentage well below the due 8%, not arriving in This case or 3% of the general budget.

All this, according to the data offered in the official budget documents published on the municipal website itself during its public presentation.

The residents of Senda de Granada have also requested that a specific item be included in the municipality's budget to solve once and for all the serious road safety problems that the neighborhood has been suffering for years.

Specifically, they demand funds to make a sidewalk and to be able to walk safely along the Granada Trail, the necessary rearrangement of traffic in the area, and the construction, in collaboration with the Ministry of Development, of the corresponding service lane of the A-30 highway that Today it is unfinished and it would relieve traffic pressure in the area.

The neighborhood entity also asks for the necessary extension of the Rayo 14 urban bus line to pass through Senda de Granada and serve the hundreds of neighbors, as access to public transport is currently being prevented by the City Council , and thus violating a constitutional right of citizens, also highlighted by the Ombudsman in numerous resolutions.

Finally, the President of the Association of Neighbors of Granada West, Angel Tortosa, underlines that: “The neighbors no longer believe us a word from the City of Murcia, because everything they tell us later stays on wet paper.

Now we ask for budget items to solve the traffic problems, and thus obtain a firm commitment reflected in the municipal budgets to stop turning our hair. â€
