Change Murcia considers that the PP has breached the law by outsourcing services ignoring the powers of the Plenary (26/02/2019)

The councilman of Cambiemos Murcia, Sergio Ramos, said today that in view of its formation the government team of the City Council is breaking the rule on the distribution of powers, since the Government Board has been responsible for approving the specifications of conditions of "hundreds of contracts" without the Plenary having previously decided how these public services are provided, as it corresponds by Law.

The mayor explained that according to the Law of Large Cities (Law 57/2003) should be this body that decides whether the services are made through direct management with municipal employees or other formulas contemplated in the standard, or if they are outsourced in business private, the latter, "formula that the City has carried out massively."

Ramos added that "the separation between the powers of the municipal Plenary, the mayor and the Governing Board are essential to ensure the proper functioning of the Consistory, especially when there is no absolute majority in the composition of the Plenary and can make decisions other than of the Government team ".

Since Cambiemos Murcia has defended the remunicipalization of several outsourced services, which, according to the training, "would be provided more efficiently directly, whether managed by public officials or through other options such as public capital companies or agencies, depending on the service. "

"While tax management could be provided by officials, in other contracts, such as cleaning schools, you could choose to work with a cooperative where the City Council was the majority partner, guaranteeing better conditions for female workers with this formula", has added.

Ramos has warned, also, that this fact must be added "the blockade of all committees and work tables to investigate and monitor outsourced services in the Consistory", which shows "the opacity" with which the Party acts Popular in order to "prevent decisions are plural, warranted and transparent."
