A new ordinance will regulate the subsidies for humanitarian aid projects (16/02/2019)

The Governing Board has already approved the project of regulation governing subsidies for humanitarian aid projects of the City Council that will have to be approved in full in plenary session.

This responds to the request of the Council for Cooperation and Solidarity, which agreed that it is necessary to have a regulatory instrument that allows all NGOs to participate in a competitive competition.

The aim is to regulate the procedures and conditions for the granting of subsidies for humanitarian actions in developing countries by ONG'D, entities, institutions and non-profit associations established in the municipality.

The purpose of these humanitarian actions subject to subsidy may be any of the following:

- In the field of prevention: anticipate, anticipate, predict and prepare for possible disasters, increase the capacity to respond to them and avoid the emergence or worsening of a conflict and its consequences for the civilian population if it already occurs. I have manifested.

- In cases of emergency: assist through assistance and protection actions to victims of disasters, whether natural or caused by human beings such as armed conflicts, and their direct consequences.

These actions will be aimed at alleviating suffering, guaranteeing subsistence and protecting rights.

- In cases of chronic crisis: Provide assistance and necessary relief to populations affected by complex emergencies, chronic, sustained and recurrent crises, especially when these populations can not be rescued by their own authorities or in the absence of any authority.

- Rehabilitation or early recovery: address the early rehabilitation of populations in situations immediately following natural disasters or caused by humans, such as conflicts.

- The protection of victims: support protection actions in favor of victims of conflicts or similar exceptional situations.

Organizations and institutions that meet the following requirements may apply for these grants:

- Have legal personality and capacity to act and be duly registered in the Registry of Associations, Foundations, or any other public nature, at least two years before the publication of the annual call in the Official Gazette of the Region of Murcia.

- Have an office open in the municipality, and be registered and updated the data in the Municipal Register of Citizen Associations of the City of Murcia before the publication of the annual call in the Official Gazette of the Region of Murcia.

- Not to pursue profit or to depend economically or institutionally on lucrative entities or Public Administrations.

- Have sufficient structure and human and material resources to ensure compliance with their social purposes

- To have as institutional purposes the realization of activities of cooperation to the development and promotion of solidarity among the peoples or demonstrate in a reliable way that the entity acts continuously in this area.

- Have experience in the development of humanitarian aid projects.

- Be up-to-date on Social Security contributions and tax obligations and not be a debtor in any way to the Municipal Treasury.
