The city council agrees with Huermur "in the absence of compliance with the transparency and good governance ordinance" (15/12/2018)

The Governing Board of the City of Murcia has been forced to extend in one month the public exposure of the project for the application of the Cañada Hermosa Sludge Drying Plant, after submitting Huermur a notice warning of non-compliance with regulations on transparency and good governance.

Huermur alleged before the Consistory during the period of public exposure last October, that the complete documentation of the project had not been published on the municipal website as mandated by current legislation.

Huermur warns the people in charge of the City Council that it is not the first time that the Municipal Transparency Ordinance has been breached in the public exhibition procedures that affect matters of public interest and territorial planning, so they will not hesitate to go to the Justice if the requirements for access to documentation and transparency are not strictly complied with.

The Association for the Conservation of the Garden and the Heritage of Murcia (Huermur) has achieved that the City of Murcia will give the reason, and that the Local Government Board agree to extend the public exhibition term of the Technical Project for a month Expansion of the Sludge Drying Plant (construction of Phase II) existing in the Waste Treatment Center of Cañada Hermosa, by means of an agreement notified to Huermur yesterday after the celebration of the Governing Board of the Consistory.

The City of Murcia recognizes this way, and after the claims of Huermur, that the compulsory procedure of article 16 of the Transparency Ordinance, Access to Information, Reuse and Good Government of the local administration, which mandates that "The City Council of Murcia will publish in its municipal website the following information: i) The documents that according to the current legislation, must be submitted to a period of public information during its processing. ".

Huermur indicated in November that it could be verified that the file and reference project submitted to the public information and exposure period had not been displayed in the website / website of the Murcia City Council, adding that with this circumstance the right had been violated to present the relevant allegations, restricting access to the documentation in a complete and accessible manner, for which the nullity of the public exhibition procedure was requested.

The conservationist collective criticizes the obscurantist practices of the City of Murcia, which sends to the official bulletin announcements of public exhibition of plans, urban actions, and projects such as the expansion of the sludge plant of Cañada Hermosa, without the citizens and civilian groups they can consult the web in digital form and accessible the complete documentation, to make the corresponding allegations and legal writings.

Finally, Huermur points out that the same thing is happening, for example, with the exceptional authorizations that the Department of Urbanism is sending to the official bulletin for industrial actions on non-urbanizable land in the garden and the field, without complying with the Transparency Ordinance and Good Government, for which it warns that they will not hesitate to go to court if the requirements for access to documentation and transparency are not strictly complied with, and especially regarding urban planning, infrastructures and the environment.
