Murcia now proposes the creation of a Local Council of Culture (28/11/2018)

Alicia Morales emphasizes that with this proposal "Murcia would be added to what many other municipalities in the country are doing;

to the pioneers Barcelona and San Sebastián, and to a whole list of cities that in the last years are propitiating the creation of these local Councils of Culture, like Madrid, Santander, Zaragoza or Cartagena

NOW MURCIA proposes the creation of a Local Council of Culture in the Town Hall "as an organ of participation, dialogue and advice".

The councilor Alicia Morales points out "the need to constitute a public forum that guarantees the participation of all the agents of the area of ​​culture of the municipality and allows a fruitful exchange of ideas and good practices".

In order to start the process of creating this body, Now Murcia will present a motion in the plenary next Thursday.

Morales highlights that "citizen participation in all areas of public policy is one of the pillars for the construction of a healthy democracy and in this, as now Murcia have insisted on multiple occasions, the municipalities play an essential role.

It is their duty, as stated in the Law of Bases of Local Regime, to provide 'the most extensive information about their activity and the participation of all citizens in local life' (Article 69) ".

For the mayor, "in the field of culture this participation of civil society in public policies is truly essential for a double reason: because culture is a very important factor of urban progress and promotion and social cohesion;

and because Murcia has a diverse cultural fabric, full of talent and creativity, whose professionals would make contributions that would enrich the cultural policies of our City Council ".

The councilor, who recalls that the City Council already has other sectoral councils, such as Commerce or Equality, affirms that the Local Council of Culture "would be an excellent instrument for the cultural promotion of the municipality and for the promotion of creativity in all the artistic and cultural areas, becoming a fundamental space for the debate and the exchange of ideas between the public administration and the professionals, associations and collectives that in our municipality make up the cultural fabric ".

This Local Council of Culture would also have "the important task of advising public managers in the design of a strategic plan for the cultural policies of the municipality in the medium and long term, and would allow the coordination between the local administration and the agents of the culture sector in its different fields: dance and performing arts, plastic arts, film and audiovisual, book and publishing, music, thought, etc. ".

"Our municipality needs a cultural project that does not exist right now, due to the lack of interest of the Ballesta government in this area," he says.

"It is a project that has to be participatory and that has to be done with the involvement of cultural sector agents.

Throughout this mandate we have transmitted many times to the Councilor for Culture, Jesus Pacheco, the need for a cultural project in the medium and long term in the municipality, but at all times has turned a deaf ear to criticism, proposals and even to the demand for information and dialogue.

The lack of a strategic cultural project in the municipality causes that the PP goes to jump of matte and of occurrence in occurrence, which takes to the city of Murcia to be in the last places in the national report of the Observatory of Culture, that realizes a ranking on the notoriety of Spanish cities in the field of culture ".
