Murcia now requires the approval of a special plan for the protection and safeguarding of the traditional irrigation network of the huerta of Murcia (26/11/2018)

NOW MURCIA requires the approval of a Special Plan for the protection and safeguard of the traditional irrigation network of the Huerta de Murcia, developing and applying the mandates of the General Urban Plan (PGOU) and the criteria adopted by the Technical Subdirectorate of the Concejalía de Urbanismo, Medio Ambiente, Agua y Huerta.

Councilwoman Angeles Micol emphasizes that "despite the enormous environmental, landscape, natural and heritage value of our traditional irrigation network, at present there is no planning instrument that develops the conditions and obligations established in the PGOU regulations for irrigation ditches. and randombes of the municipality, that add a total of about 500 kilometers ".

Micol regrets that "during the last two decades we have witnessed the systematic destruction of a countless number of ditches and irrigation channels of our garden through casings, works, and performances, and this is happening despite the fact that the PGOU stipulates in its article 9.1.3 that the natural channels and their associated vegetation will be maintained, as well as irrigation ditches and canals ".

"A legal obligation," says the mayor, "that if we take a simple walk through our garden we can see how it has never been fulfilled"

Along with the provisions of the PGOU, it should be noted that "the Department of Urban Planning, Environment, Water and Garden has begun to sanction in accordance with current legislation tubing and destruction of channels and ditches, in addition to ordering the restoration of the infringed legality in these cases, in compliance with article 9.1.3 of the PGOU ".

The motion that Murcia will now present at the next plenary also provides that the City Council, "in compliance with articles 3.8.1 and 8.1.1 of the PGOU, graph the channels of irrigation ditches, drains and hazards of the Huerta de Murcia with the code that corresponds to them, General System EH ".

Angeles Micol explains that "the PGOU establishes that the acequias and azarbes of the Huerta de Murcia correspond to the category of General Hydraulic System, coded with the acronym EH".

The councilor points out that being a General System means that "the basic activities or facilities of the general and organic structure of the municipality are established or projected, which provide services both at the municipality level and its subsystems or wider territorial areas."

In spite of this, in the PGOU the channels of the acequias and azarbes are not plotted with their general system code EH, "which has meant that during the last decades the category of the general system held by the ditches has been ignored. azarbes and have been destroyed or modified with total lack of control ".

The councilor emphasizes that "the PGOU indicates that the responsibility for the appearance and conservation of the environment corresponds, first of all, to the City Council, and that the responsibility reaches the individuals, who must collaborate with the City Council and with each other to achieve Therefore, the Consistory must urge the Community of Irrigators of the Board of Landowners to collaborate in the establishment of the corresponding Special Plan ".
