The first Childhood and Adolescence Plan establishes more than 200 actions of support and protection for Murcian children (19/11/2018)

The mayor of Murcia, José Ballesta, and the councilor for Social Rights and Development Cooperation, Conchita Ruiz, presented today the first Comprehensive Plan for Children and Adolescents 2019-2022 of the City of Murcia.

The presentation took place within the Week of the Rights of the Child, and coinciding with the exhibition of Manos Unidas 'Dietary Waste' that houses the Puertas de Castilla.

The mayor said that "the childhood collective must be the categorical priority of any public administration and this first municipal plan for children is structured around three principles that can not be waived: equality, full inclusion and social integration, paying special attention to the most vulnerable or with more difficulties ".

The 2019-2022 Children's Plan is the road map of the set of actions that will be developed in the municipality of Murcia for the social promotion, care and protection of children and adolescents.

"It includes a total of 222 shares and has an estimated budget of 48.7 million euros," said José Ballesta, who indicated that "Murcia has the Amigo Child Friendly banner awarded by Unicef."

"With this plan we want to guarantee the well-being of each Murcian child, since the future of Murcia belongs to them," explained the mayor, who indicated that the municipal plan "is inspired by the principles established in the Convention on the Rights of Children of Murcia." United Nations".

The plan establishes the political and technical bases, present and future, of the different municipal departments, promoting the necessary coordination mechanisms for the development of actions at the municipal level that respond to the needs of the child and adolescent population of the municipality, promoting their active participation.

The main objective of the I Comprehensive Municipal Plan for Children and Adolescents of the City of Murcia is to ensure compliance with the fundamental rights of children and adolescents, promoting and carrying out actions that comprehensively allow the full development of their physical, emotional, intellectual abilities and social in a healthy, inclusive and egalitarian environment, increasing their well-being and quality of life, including their protection in situations of difficulty or lack.

The operational objectives of the Plan:

1.- Establish the bases to guide the political and technical actions, both present and future, in the different administrative areas of the City of Murcia.

2.- Promote and encourage actions and generate the necessary resources to care for children and adolescents in the areas of prevention, promotion and protection.

3.- Promote the participation of minors and adolescents in the decision-making processes of those aspects that concern them.

4.- To promote actions that favor the integral development of the child and adolescent population and the promotion of the values ​​of respect, responsibility, tolerance, solidarity, equality, peace, cooperation and non-discrimination.

5.- Promote the realization of studies and research and the development of information recording methodologies that allow to have a knowledge of the reality of the child and adolescent population of the municipality of Murcia.

6.- Strengthen the interinstitutional coordination of all public and private entities that intervene with the child and adolescent population and the municipal services of the City of Murcia.

To achieve the objectives, 6 areas of action are defined:

The area 1. Information, Participation and Rights of Children.

It incorporates aspects related to the right to information and direct participation, without forgetting the support to the associative movement.

Area 2, Family, Protection and Promotion.

It includes specific actions that guarantee at all times the protection of minors at risk of poverty or social exclusion or lack of protection, extending their actions to the situation of vulnerability of minors from other countries.

Area 3, Education, Training and Employment.

It contemplates the objectives and measures that complement the teaching work and those oriented to collaborate with the educational system in situations of absenteeism, abandonment or bullying.

Area 4, Health, Consumption and Physical and Sports Activity.

It groups all the aspects related to the development of a healthy life, with specific measures to tackle the problems linked to addictions, food or psycho-affective problems.

Area 5, Culture and leisure and free time.

It integrates the aspects related to access to culture, the development of multiculturalism, artistic promotion and leisure and educational use of leisure and free time for minors in different age groups.

Area 6, Safety and Environment, articulates aspects related to the development of the child's life in his physical environment and in his approach, knowledge and respect for nature.

Participation and consultation with the third sector

After the presentation of this document by Mayor José Ballesta and Councilor Conchita Ruiz, a phase of consultation will begin with the third sector organizations, as well as with the political groups of the Corporation, so that they can make their contributions before starting the process. administrative procedure for final approval, which could occur in the first quarter of next year.
